This Brain-Behavior Quantification and Synchronization notice of funding opportunity (NOFO) seeks applications that bring together transdisciplinary teams and aim to 1) develop, validate, and apply cutting-edge tools and methods for minimally invasive, multi-dimensional, high-resolution objective measurement of behavior at the organismal level, with synchronous capture of dynamic environmental data; 2) develop advanced analytic approaches to integrate multidimensional behavioral, neural and environmental data; and 3) develop and test new theoretical and computational models aiming to advance understanding of behavior as a complex dynamic system. Proposed projects are expected to be designed with the capacity to integrate synchronously recorded neural data and/or inform existing models of neurobehavioral function, such as those developed with the support of the NIH BRAIN Initiative.

This BRAIN Initiative NOFO is specifically soliciting applications proposing basic research involving human subjects, including observational studies and secondary data analysis, that aims to reveal and understand fundamental principles underlying behavioral function. This NOFO is not intended to stimulate research focused on specific diseases or disorders, nor research limited to the use of non-human animal modes.  Applications proposing research exclusively in non-human animal models should apply under the companion NOFO, RFA-DA-24-041

This NOFO requires a Plan for Enhancing Diverse Perspectives (PEDP), which will be assessed as part of the scientific and technical peer review evaluation. Applications that fail to include a PEDP will be considered incomplete and will be withdrawn. Section I. Notice of Funding Opportunity Description

 URPOSE

This Brain-Behavior Quantification and Synchronization (BBQS) notice of funding opportunity (NOFO) seeks applications that bring together transdisciplinary teams and aim to 1) develop, validate, and apply cutting-edge tools and methods for minimally invasive, multi-dimensional, high-resolution objective measurement of behavior at the organismal level, with synchronous capture of dynamic environmental data; 2) develop advanced analytic approaches to integrate multidimensional behavioral, neural and environmental data; and 3) develop and test new theoretical and computational models aiming to advance understanding of behavior as a complex dynamic system. Proposed projects are expected to be designed with the capacity to integrate synchronously recorded neural data and/or inform existing models of neurobehavioral function, such as those developed with the support of the NIH BRAIN Initiative.
 

This BRAIN Initiative NOFO is  soliciting applications either proposing basic research involving human subjects,  observational studies or secondary data analysis, that aims to reveal and understand fundamental principles underlying behavioral function. Applications proposing research using exclusively non-human animal models should apply under the companion NOFO, RFA-DA-24-041. Research proposals focused on specific diseases or disorders are not permitted under this NOFO.

BACKGROUND

The NIH BRAIN Initiative

Since 2014, the Brain Research through Advancing Innovative Neurotechnologies® (BRAIN) Initiative has aimed to accelerate the development and application of innovative neurotechnologies, enabling researchers to produce a new dynamic picture of the brain that reveals how individual cells and complex neural circuits interact in both time and space. It is expected that these advances will ultimately lead to new ways to treat and prevent brain disorders.

As one of several federal agencies involved in the BRAIN Initiative, NIH's contributions to the BRAIN Initiative were initially guided by "BRAIN 2025: A Scientific Vision," a strategic plan that detailed seven high-priority research areas. This plan was updated and enhanced in 2019 by: "The BRAIN Initiative 2.0: From Cells to Circuits, Toward Cures" and "The BRAIN Initiative and Neuroethics: Enabling and Enhancing Neuroscience Advances for Society." This and other BRAIN Initiative notices of funding opportunity (NOFOs) are based on this vision and issued with input from Advisory Councils of the 10 NIH Institutes and Centers supporting the BRAIN Initiative, as assisted by the NIH BRAIN Multi-Council Working Group.

The NIH BRAIN Initiative recognizes that diverse teams working together and capitalizing on innovative ideas and distinct perspectives outperform homogeneous teams. There are many benefits that flow from a diverse scientific workforce, including: fostering scientific innovation, enhancing global competitiveness, contributing to robust learning environments, improving the quality of the research, advancing the likelihood that underserved populations participate in, and benefit from research, and enhancing public trust.

To support the best science, the NIH BRAIN Initiative encourages inclusivity in research. Examples of structures that promote diverse perspectives include, but are not limited to:

  • Transdisciplinary research projects and collaborations among neuroscientists and researchers from fields such as computational biology, physics, engineering, mathematics, computer and data sciences, as well as bioethics.
  • Engagement from different types of institutions and organizations (e.g., research-intensive, undergraduate-focused, minority-serving, community-based).
  • Individual applications and partnerships that enhance geographic and regional heterogeneity.
  • Investigators and teams composed of researchers at different career stages.
  • Participation of individuals from diverse backgrounds, including groups historically underrepresented in the biomedical, behavioral, and clinical research workforce (see NOT-OD-20-031 and https://braininitiative.nih.gov/about/plan-enhancing-diverse-perspectives-pedp).
  • Project-based opportunities to enhance the research environment to benefit early- and mid-career investigators.

The NIH also encourages businesses to participate in the BRAIN Initiative. The BRAIN Initiative requires a high level of coordination and sharing between investigators. It is expected that BRAIN Initiative awardees will cooperate and coordinate their activities after awards are made by participating in Program Director/Principal Investigator (PD/PI) meetings and in other activities such as the annual BRAIN Initiative Conference. BBQS Funding Opportunities

The two BRAIN Initiative 2.0 reports ("The BRAIN Initiative 2.0: From Cells to Circuits, Toward Cures" and "The BRAIN Initiative and Neuroethics: Enabling and Enhancing Neuroscience Advances for Society") highlight that a critical step forward is to study “the brain in action,” including efforts to develop “tools to analyze naturalistic (untrained) and trained behaviors” and “to assimilate and link brain recordings with behavior” (p. 34 of "The BRAIN Initiative 2.0: From Cells to Circuits, Toward Cures"). Matching the scientific rigor and precision of measurements of brain activity with equally precise, temporally dense measurements of the functional output of the brain, as expressed in a broad range of behaviors, will accelerate the discovery of brain-behavior relationships in both health and disease. Achieving a comprehensive understanding across these levels of analysis demands the same level of rigor, precision of measurement, and temporal resolution across all levels.

At present, tools for measuring behavior in humans and other species lack the necessary precision and resolution to fully capture behavioral dynamics synchronously with data from the environment with which the organism is interacting and which shapes the behavior under study. To address this gap, the BRAIN Initiative BBQS funding opportunities support 1) development of tools for simultaneous, multimodal measurement of behavior within complex, dynamic physical and/or social environments and align these data with simultaneously recorded neural activity; and 2) development of novel conceptual and computational models that capture dynamic behavior-environment relationships across multiple timescales and that can integrate correlated neural activity into the model. BBQS Transformative and Integrative Models of Behavior at the Organismal Level

Behavior, i.e., how organisms, including humans, interact with their environments, is a critical determinant of health and a mediator of morbidity for nearly all diseases. To fully understand behavior as a determinant of health and disease, it is necessary not only to elucidate the biological mechanisms underlying behavior but also to understand how behavior and its underlying mechanisms are shaped by their adaptive significance to the development of the individual and to the evolution of the relevant population/species. Moreover, an understanding of how brain-body-behavior relationships are conserved or divergent across species is critical for the rigorous use of non-human species to model aspects of human neurobehavioral function in health and disease.

The goal of this NIH BRAIN Initiative BBQS funding opportunity is to support the design of research that will advance behavioral science through: 1) Integration of theoretical frameworks guiding the study of behavior, its underlying mechanisms, and adaptive value; 2) Early or exploratory application of technologies and methods for objective, high-resolution measurement of behavior at the level of the organism and its/their environment; 3) Development of sharable standards and archives for behavioral data; and 4) Development of new computational models that capture the behavior-environment interface as a complex dynamic system.

RESEARCH OBJECTIVES AND SCOPE

The goal of this funding opportunity is to support research having the following major objectives:

  1. To engage an interdisciplinary and functionally diverse team including scientists from diverse fields across the behavioral and social sciences, engineers, ethicists, and others with diverse experiences and perspectives that will work to develop innovative, transdisciplinary approaches for measuring and modeling human behavior at the organismal level in the context of complex, dynamic social and physical environments; 
  2. To develop or advance non-invasive, minimally intrusive approaches for synchronous measurement of multiple behavioral, physiological and environmental variables that capture behavior as a multidimensional, organismal process; and
  3. To develop a predictive or testable statistical/computational model (including machine learning (ML)/artificial intelligence (AI) methods) designed to integrate multidimensional behavioral and environmental data. Such models would be expected to be built with the capacity to integrate simultaneously collected neural data.

The following additional requirements apply to this RFA

  • The team of Investigators must include substantial expertise in ethics.
  • The Research Strategy must address ethical challenges that may emerge with the use of the proposed technology and methodology for collecting, analyzing, interpreting and otherwise using human subject-level data. 
  • Applications can propose basic behavioral research involving human subjects. While inclusion of subjects with diagnoses of psychiatric or neurologic conditions may be part of a strategy to study a range of neurobehavioral function, the purpose of the proposed research must relate to advancing knowledge on the fundamental principles underlying neurobehavioral function in complex environments. This NOFO is not intended to stimulate research focused on specific diseases or disorders.

In consideration of the purpose of this RFA, applicants are informed that all applications must address the major objectives and additional requirements described above in this “Research Objectives and Scope” subsection. Applications that do not address these objectives and requirements will be withdrawn. 

Plan for Enhancing Diverse Perspectives

  • This NOFO requires a Plan for Enhancing Diverse Perspectives (PEDP) as described in NOT-MH-21-310, submitted as Other Project Information as an attachment (see Section IV).
  • Applicants are strongly encouraged to read the NOFO instructions carefully and view the available PEDP guidance material. The PEDP will be assessed as part of the scientific and technical peer review evaluation, as well as considered among programmatic matters with respect to funding decisions.

Research topics and activities of interest under this RFA include, but are not limited to, the following:

  • Development, novel application or advancement of methodologies or technologies including:
    • Hardware and/or software tools that advance novel methods to simultaneously capture and quantify multiple observable dimensions of behavior including, but not limited to, whole-body ambulation; limb, head, facial and/or eye movements; changes in respiration; speech or other vocalizations, gestures, or other modalities of communication; peripheral physiology and glandular secretions; and blood markers obtained with minimally-invasive methods.
    • Hardware and/or software tools for synchronous collection of dynamic environmental data (including stimuli or signals presented to and/or detectable by the subject) with behavioral data.
    • High-resolution approaches for capturing and quantifying behavior of individuals and groups across different social or physical environments, across time in a dynamic environment, and/or in the context of neurobehavioral development, with minimal intrusiveness to the subject(s).
    • Devices and methods that achieve high temporal resolution and sampling duration; and synchronization and integration of multidimensional behavioral and environmental data. 
    • Analytic tools and statistical and/or computational approaches (e.g., ML/AI methods) with the capacity to integrate multidimensional behavioral and environmental data, and to capture processes occurring across a wide range of timescales (e.g., milliseconds to days) and modalities.
    • Use of existing data and/or synthetic data to validate or assess feasibility of sensor methodology and/or computational models based on the integration of multidimensional behavioral and environmental data.
    • Approaches that integrate multidimensional behavioral and/or environmental data with synchronous measures of neural activity.
  • Development and testing new theoretical frameworks informed by multiple disciplines within the behavioral, neural, and social sciences, including but not limited to:
    • New approaches to modeling the subject's physiology, behavior and environment as a complex dynamic system.
    • Novel conceptual and computational frameworks that test hypotheses about specific cognitive processes as mediators or moderators of complex, integrated behavioral and physiological responses as the subject responds to her/his/their social or physical environment.
    • Studies examining how cognitive function (e.g. decision-making) may change as a function of the complexity of, or constraints on, the behavior of the subject, using methods that capture multiple dimensions of an integrated organismal behavioral response. 
    • Research examining the influences of evolutionary processes on relationships between cognitive function and behavior at the organismal level.
    • Studies designed to use real-time, multimodal behavioral and environmental sensing, and computational modeling, to test potentially competing or orthogonal theories about one or a set of related behavioral or cognitive processes.
    • Research examining neurocognitive and behavioral diversity across individuals or within an organism as a function of the complexity of the physical or social environment. 
    • Studies that examine how relationships between cognitive function and the complexity and kinetics of behavior at the organismal level change across neurodevelopment.

Applications Not Responsive to this NOFO

The following will be deemed “not responsive” and will be returned without review:

  • Applications that fail to address the three major objectives described above under the “Research Objectives and Scope” sub-section.
  • Applications that fail to include in the Research Plan consideration of ethical challenges that may emerge with the use of the proposed technology and methodology for collecting, analyzing, interpreting and otherwise using individual-level participant data.
  • Applications proposing exclusively studies in which behavior is highly restricted (e.g., experiments requiring head or body restraint) or in which a highly trained or stereotyped response (e.g., isolated arm or eye movement) is used solely as an assay of a cognitive process.
  • Applications proposing research aimed exclusively at studying or modeling neurobehavioral disorders or disease.

Resource Sharing

A major goal of the BRAIN initiative is to support the collaborative development and dissemination of resources. Applications are expected to provide a Resource Sharing Plan that outlines how the deliverables from the proposed project, except for data, will be shared and disseminated. Resources to address in the Resource Sharing Plan include algorithms, formal theories, models, methods/protocols, software, technology, etc.. Awardees will be required to participate in post-award activities (e.g., BRAIN Initiative investigator meetings) designed to increase sharing of resources, data, protocols, and other information. Project-specific details will be established at the time of award.

Data sharing is addressed in a separate Data Management and Sharing Plan in compliance with the NIH Data Management and Sharing Policy. See Section IV.2 - Other Plans, below.

Funding Instrument

Cooperative Agreement: A financial assistance mechanism used when there will be substantial Federal scientific or programmatic involvement. Substantial involvement means that, after award, NIH scientific or program staff will assist, guide, coordinate, or participate in project activities. SAM registration includes the assignment of a Commercial and Government Entity (CAGE) Code for domestic organizations which have not already been assigned a CAGE Code.
    • NATO Commercial and Government Entity (NCAGE) Code – Foreign organizations must obtain an NCAGE code (in lieu of a CAGE code) in order to register in SAM.
    • Unique Entity Identifier (UEI) - A UEI is issued as part of the SAM.gov registration process. The same UEI must be used for all registrations, as well as on the grant application.

Number of Applications

Applicant organizations may submit more than one application, provided that each application is scientifically distinct.

Plan for Enhancing Diverse Perspectives (PEDP)

  • In an "Other Attachment" entitled "Plan for Enhancing Diverse Perspectives," all applicants must include a summary of strategies to advance the scientific and technical merit of the proposed project through expanded inclusivity.
  • The PEDP should provide a holistic and integrated view of how enhancing diverse perspectives is viewed and supported throughout the application and can incorporate elements with relevance to any review criteria (significance, investigator(s), innovation, approach, and environment) as appropriate.
  • Where possible, applicant(s) should align their description with these required elements within the research strategy section.

Consistent with NIH BRAIN Initiative goals, applications must balance innovation and advanced thinking and methodology with convincing tractability and potential impacts.

This BRAIN Initiative NOFO is soliciting applications either proposing basic research involving human subjects, observational studies or  secondary data analysis, that aims to reveal and understand fundamental principles underlying behavioral function. While such research may generate insights relevant to neurobehavioral disorders, this NOFO is not intended to stimulate research focused on specific diseases or disorders. 

Research Objectives and Scope 

Applications  proposing basic research with human subjects should address the three major objective described at the top of the “Research Objectives and Scope” subsection within Part 2, Section I, and reiterated here:

  1. To engage an interdisciplinary and functionally diverse team including scientists from diverse fields across the behavioral and social sciences, engineers, ethicists, and others with diverse experiences and perspectives that will work to develop innovative, transdisciplinary approaches for measuring and modeling of the human behavior at the organismal level in the context of complex, dynamic social and physical environments; 
  2. To develop or advance non-invasive, minimally intrusive approaches for synchronous measurement of multiple behavioral, physiological and environmental variables that capture behavior as a multidimensional, organismal process; and
  3. To develop a predictive or testable statistical/computational model (including machine learning (ML)/artificial intelligence (AI) methods) designed to integrate multidimensional behavioral and environmental data and with the capacity to integrate simultaneously collected neural data. 
     

Research Strategy

  • Applications must include milestones for each of the above required major objectives. Inclusion of quality assurance procedures (e.g., for data collection, annotation and analysis) is strongly encouraged.
  • The project team must be interdisciplinary  with scientists and engineers from fields including but not limited to neuroethology, evolutionary biology, behavioral ecology, anthropology, the social sciences, cognitive neuroscience, neurocognitive development, human factors, biomechanics, and bioengineering.
    • The team must include substantial expertise in neuroscience and computational science. 
    • The team of Investigators must include substantial expertise in ethics, with at least one investigator committing a minimum of 0.6 calendar months or equivalent who will contribute appropriate expertise to address potential ethical challenges and considerations relevant to the proposed research objectives and activities.
    • Inclusion of members from communities outside of scientific research and engineering who may increase the diversity of perspectives is encouraged. 
    • Inclusion of expertise in team science is encouraged. 
  • The rationale and approach must be informed by multiple behavioral science frameworks and approaches (e.g., cognitive neuroscience, developmental psychology, evolutionary biology, ethology, behavioral ecology, anthropology, human factors, social sciences, and complex systems research). Consideration of neurobehavioral development is encouraged. 
  • The approach must include synchronous collection of behavioral and environmental data and be designed with the potential to integrate simultaneously collected neural data.
    • Methods and tools for synchronous, high-temporal-resolution measurement of multiple modalities of behavior including, but not limited to body, limb, facial and eye movements; ambulation; speech or other vocalization, gesturing and other modalities of communication; and coordinated autonomic and other physiological changes (e.g., glandular secretion; changes in heart rate, respiration, blood insulin or glucose levels). 
    • Measurement of environmental changes including, but not limited to social signals; stimuli predictive of resources, opportunities, or threat; and other discrete or ambient changes in the subject's environment.
    • The approach must be designed with the capacity to integrate neural data. If neural data are included, the approach must represent an advance in capturing neural data of human subjects in dynamic, ecologically relevant settings.
    • Analysis across multiple timescales is strongly encouraged.
  • The approach must minimize constraints on behavior and leverage, to the extent possible, natural expression of behavior in the context of a dynamic environment. Methods used for collection of neural data, if included, should be non-invasive and minimally intrusive. 
  • The Research Strategy must address the ethical (and related analytic) challenges of collecting, archiving and analyzing behavioral data from individual human subjects; including but not limited to 
    • The potential impact of the sensing methods or artificial intelligence-based tools on subjects’ well-being and behavior; and 
    • Issues such as privacy, bias, influence and ownership in the collection and use of subject-level data.

Rigor and Reproducibility

Proposed research plans must incorporate NIH standards of rigor, transparency and reproducibility as elaborated in NOT-OD-16-011, NOT-OD-16-031 and NOT-OD-18-228 and related announcements, and must comply with NIH policy on consideration of sex as a biological variable (SABV) as elaborated in NOT-OD-15-102, NOT-OD-15-103, NOT-OD-16-011 and NOT-OD-16-031. Only the review criteria described below will be considered in the review process.  Applications submitted to the NIH in support of the NIH mission are evaluated for scientific and technical merit through the NIH peer review system.

For this NOFO, note the following:

  • The BRAIN Initiative invites fundamental basic applications that meet the goals outlined under Research Strategy and have high levels of innovation, which assumes some degree of risk. Reviewers should evaluate whether a sound rationale has been provided as to how and why the research is tractable and likely to generate an exceptionally high impact if successful. Reviewers will consider feasibility in the context of the risk necessary to achieve a high level of innovation. This NOFO instructs applicants and reviewers that projects more adventurous and innovative than traditional NIH applications are encouraged.
     
  • This NOFO is intended to support basic behavioral research involving human subjects. Inclusion of subjects with diagnoses of psychiatric or neurologic conditions may be part of a strategy to study a range of neurobehavioral function; however,  the purpose of the proposed research must relate to advancing knowledge on the fundamental principles underlying neurobehavioral function in complex environments. This NOFO is not intended to stimulate research focused on specific diseases or disorders

A proposed Clinical Trial application may include study design, methods, and intervention that are not by themselves innovative but address important questions or unmet needs. Additionally, the results of the clinical trial may indicate that further clinical development of the intervention is unwarranted or lead to new avenues of scientific investigation.

Overall Impact

Reviewers will provide an overall impact score to reflect their assessment of the likelihood for the project to exert a sustained, powerful influence on the research field(s) involved, in consideration of the following review criteria and additional review criteria (as applicable for the project proposed).

Scored Review Criteria

Reviewers will consider each of the review criteria below in the determination of scientific merit and give a separate score for each. An application does not need to be strong in all categories to be judged likely to have major scientific impact. For example, a project that by its nature is not innovative may be essential to advance a field.

Significance

Does the project address an important problem or a critical barrier to progress in the field? Is the prior research that serves as the key support for the proposed project rigorous? If the aims of the project are achieved, how will scientific knowledge, technical capability, and/or clinical practice be improved? How will successful completion of the aims change the concepts, methods, technologies, treatments, services, or preventative interventions that drive this field?

In addition, for applications involving clinical trials

Are the scientific rationale and need for a clinical trial to test the proposed hypothesis or intervention well supported by preliminary data, clinical and/or preclinical studies, or information in the literature or knowledge of biological mechanisms? For trials focusing on clinical or public health endpoints, is this clinical trial necessary for testing the safety, efficacy or effectiveness of an intervention that could lead to a change in clinical practice, community behaviors or health care policy? For trials focusing on mechanistic, behavioral, physiological, biochemical, or other biomedical endpoints, is this trial needed to advance scientific understanding?

  • To what degree will the proposed research advance the major objectives of BBQS Transformative and Integrative Models of Behavior at the Organismal Level, specifically:

  • How is the overall quality of the research plan impacted by the transdisciplinary nature and functional diversity of the team, more specifically, diversity among team members with respect to life and professional experiences, scientific expertise and theoretical perspectives, and other competencies required for the proposed project?

Will the project benefit from unique features of the scientific environment, subject populations, or collaborative arrangements?

Study Timeline

Specific to applications involving clinical trials

Is the study timeline described in detail, taking into account start-up activities, the anticipated rate of enrollment, and planned follow-up assessment? Is the projected timeline feasible and well justified? Does the project incorporate efficiencies and utilize existing resources (e.g., CTSAs, practice-based research networks, electronic medical records, administrative database, or patient registries) to increase the efficiency of participant enrollment and data collection, as appropriate?

Are potential challenges and corresponding solutions discussed (e.g., strategies that can be implemented in the event of enrollment shortfalls)?

Protections for Human Subjects

For research that involves human subjects but does not involve one of the categories of research that are exempt under 45 CFR Part 46, the committee will evaluate the justification for involvement of human subjects and the proposed protections from research risk relating to their participation according to the following five review criteria: 1) risk to subjects, 2) adequacy of protection against risks, 3) potential benefits to the subjects and others, 4) importance of the knowledge to be gained, and 5) data and safety monitoring for clinical trials.

For research that involves human subjects and meets the criteria for one or more of the categories of research that are exempt under 45 CFR Part 46, the committee will evaluate: 1) the justification for the exemption, 2) human subjects involvement and characteristics, and 3) sources of materials. Inclusion of Women, Minorities, and Individuals Across the Lifespan

When the proposed project involves human subjects and/or NIH-defined clinical research, the committee will evaluate the proposed plans for the inclusion (or exclusion) of individuals on the basis of sex/gender, race, and ethnicity, as well as the inclusion (or exclusion) of individuals of all ages (including children and older adults) to determine if it is justified in terms of the scientific goals and research strategy proposed. For additional information on review of the Inclusion section, please refer to the Guidelines for the Review of Inclusion in Clinical Research.

Vertebrate Animals

The committee will evaluate the involvement of live vertebrate animals as part of the scientific assessment according to the following three points: (1) a complete description of all proposed procedures including the species, strains, ages, sex, and total numbers of animals to be used; (2) justifications that the species is appropriate for the proposed research and why the research goals cannot be accomplished using an alternative non-animal model; and (3) interventions including analgesia, anesthesia, sedation, palliative care, and humane endpoints that will be used to limit any unavoidable discomfort, distress, pain and injury in the conduct of scientifically valuable research. Methods of euthanasia and justification for selected methods, if NOT consistent with the AVMA Guidelines for the Euthanasia of Animals, is also required but is found in a separate section of the application. Reviewers will assess whether the project presents special opportunities for furthering research programs through the use of unusual talent, resources, populations, or environmental conditions that exist in other countries and either are not readily available in the United States or augment existing U.S. resources.

Reviewers will assess the information provided in this section of the application, including 1) the Select Agent(s) to be used in the proposed research, 2) the registration status of all entities where Select Agent(s) will be used, 3) the procedures that will be used to monitor possession use and transfer of Select Agent(s), and 4) plans for appropriate biosafety, biocontainment, and security of the Select Agent(s).

2. Review and Selection Process

Applications will be evaluated for scientific and technical merit by (an) appropriate Scientific Review Group(s) convened by NIDA in accordance with NIH peer review policy and procedures, using the stated review criteria.  

As part of the scientific peer review, all applications will receive a written critique.

Applications may undergo a selection process in which only those applications deemed to have the highest scientific and technical merit (generally the top half of applications under review) will be discussed and assigned an overall impact score.

Appeals of initial peer review will not be accepted for applications submitted in response to this NOFO.

Applications will compete for available funds with all other recommended applications submitted in response to this NOFO. Following initial peer review, recommended applications will receive a second level of review by the NIH BRAIN Initiative, the BRAIN Initiative Multi-Council Working Group, and, as appropriate, national Advisory Councils of participating Institutes. The following will be considered in making funding decisions:

  • Scientific and technical merit of the proposed project as determined by scientific peer review.
  • Availability of funds.
  • Relevance of the proposed project to program priorities.

After the peer review of the application is completed, the PD/PI will be able to access his or her Summary Statement (written critique) via the eRA Commons. Refer to Part 1 for dates for peer review, advisory council review, and earliest start date.

Section VI. Award Administration Information

1. Award Notices

If the application is under consideration for funding, NIH will request "just-in-time" information from the applicant as described in the NIH Grants Policy Statement. This request is not a Notice of Award nor should it be construed to be an indicator of possible funding.

A formal notification in the form of a Notice of Award (NoA) will be provided to the applicant organization for successful applications. The NoA signed by the grants management officer is the authorizing document and will be sent via email to the recipient's business official.

Recipients must comply with any funding restrictions described in Section IV.6. Funding Restrictions. Selection of an application for award is not an authorization to begin performance. Any costs incurred before receipt of the NoA are at the recipient's risk. These costs may be reimbursed only to the extent considered allowable pre-award costs.

Any application awarded in response to this NOFO will be subject to terms and conditions found on the Award Conditions and Information for NIH Grants website.  This includes any recent legislation and policy applicable to awards that is highlighted on this website.

Individual awards are based on the application submitted to, and as approved by, the NIH and are subject to the IC-specific terms and conditions identified in the NoA.

ClinicalTrials.gov: If an award provides for one or more clinical trials. By law (Title VIII, Section 801 of Public Law 110-85), the "responsible party" must register and submit results information for certain “applicable clinical trials” on the ClinicalTrials.gov Protocol Registration and Results System Information Website (https://register.clinicaltrials.gov). Institutional Review Board or Independent Ethics Committee Approval: Recipient institutions must ensure that all protocols are reviewed by their IRB or IEC. To help ensure the safety of participants enrolled in NIH-funded studies, the recipient must provide NIH copies of documents related to all major changes in the status of ongoing protocols.

Data and Safety Monitoring Requirements: The NIH policy for data and safety monitoring requires oversight and monitoring of all NIH-conducted or -supported human biomedical and behavioral intervention studies (clinical trials) to ensure the safety of participants and the validity and integrity of the data. Further information concerning these requirements is found at http://grants.nih.gov/grants/policy/hs/data_safety.htm and in the application instructions (SF424 (R&R) and PHS 398).

Investigational New Drug or Investigational Device Exemption Requirements: Consistent with federal regulations, clinical research projects involving the use of investigational therapeutics, vaccines, or other medical interventions (including licensed products and devices for a purpose other than that for which they were licensed) in humans under a research protocol must be performed under a Food and Drug Administration (FDA) investigational new drug (IND) or investigational device exemption (IDE).

2. Administrative and National Policy Requirements

All NIH grant and cooperative agreement awards include the NIH Grants Policy Statement as part of the NoA. If a recipient is successful and receives a Notice of Award, in accepting the award, the recipient agrees that any activities under the award are subject to all provisions currently in effect or implemented during the period of the award, other Department regulations and policies in effect at the time of the award, and applicable statutory provisions.

If a recipient receives an award, the recipient must follow all applicable nondiscrimination laws. The recipient agrees to this when registering in SAM.gov. HHS recognizes that NIH research projects are often limited in scope for many reasons that are nondiscriminatory, such as the principal investigator’s scientific interest, funding limitations, recruitment requirements, and other considerations. Thus, criteria in research protocols that target or exclude certain populations are warranted where nondiscriminatory justifications establish that such criteria are appropriate with respect to the health or safety of the subjects, the scientific study design, or the purpose of the research. For additional guidance regarding how the provisions apply to NIH grant programs, please contact the Scientific/Research Contact that is identified in Section VII under Agency Contacts of this NOFO.

In accordance with the statutory provisions contained in Section 872 of the Duncan Hunter National Defense Authorization Act of Fiscal Year 2009 (Public Law 110-417), NIH awards will be subject to System for Award Management (SAM.gov) requirements. SAM.gov requires Federal agencies to review and consider information about an applicant in the designated integrity and performance system (currently SAM.gov) prior to making an award. An applicant can review and comment on any information in the responsibility/qualification records available in SAM.gov. NIH will consider any comments by the applicant, in addition to the information available in the responsibility/qualification records in SAM.gov, in making a judgement about the applicant’s integrity, business ethics, and record of performance under Federal awards when completing the review of risk posed by applicants as described in 2 CFR Part 200.206 “Federal awarding agency review of risk posed by applicants.” This provision will apply to all NIH grants and cooperative agreements except fellowships.

Cooperative Agreement Terms and Conditions of Award

The following special terms of award are in addition to, and not in lieu of, otherwise applicable U.S. Office of Management and Budget (OMB) administrative guidelines, U.S. Department of Health and Human Services (HHS) grant administration regulations and 2 CFR Part 200, and other HHS, PHS, and NIH grant administration policies.

The administrative and funding instrument used for this program will be the cooperative agreement, an "assistance" mechanism (rather than an "acquisition" mechanism), in which substantial NIH programmatic involvement with the recipients is anticipated during the performance of the activities. Under the cooperative agreement, the NIH purpose is to support and stimulate the recipients' activities by involvement in and otherwise working jointly with the recipients in a partnership role; it is not to assume direction, prime responsibility, or a dominant role in the activities. Consistent with this concept, the dominant role and prime responsibility resides with the recipients for the project as a whole, although specific tasks and activities may be shared among the recipients and NIH as defined below.

Responsibilities of Award Recipients

  • PDs/PIs will determine and coordinate the research approaches and procedures, conduct experiments, and analyze and interpret research data generated under this award.
  • PDs/PIs will be responsible for meeting milestones as stated in the notice of award.
  • PDs/PIs will participate as voting members in the BBQS Consortium as described under Areas of Joint Responsibility in this Section. 
  • PDs/PIs will work with the BBQS Data Coordination and Artificial Intelligence Center (DCAIC) to coordinate sharing of resources and data and technology with the broader research community as appropriate for achieving the goals of the program.
  • PDs/PIs will ensure that results are published in a timely manner.
  • PDs/PIs will submit periodic progress reports and submit data for quality assessment and/or validation in any manner specified by the NIH Program Officer.
  • PDs/PIs will accept and implement any other common guidelines and procedures approved by the Program Officer.
  • PDs/PIs will attend BRAIN Initiative-related meetings virtually or in-person, including the annual BRAIN Initiative Conference. 
  • Recipients  will retain custody of and have primary rights to the data and software developed under these awards, subject to Government rights of access consistent with current DHHS, PHS, and NIH policies.

Responsibilities of NIH staff

NIH staff have substantial programmatic involvement that is above and beyond the normal stewardship role in awards, as described below:

  • A Program Officer will be assigned to this award. The Program Officer will be responsible for the scientific and programmatic stewardship and guidance for the entire project. As part of these duties, the Program Officer will negotiate milestones with the PD(s)/PI(s) and monitor progress toward achieving said milestones.
  • The Program Officer will also be responsible for monitoring the data management and sharing plans and resource sharing plans of the awards under this NOFO; and, with adherence to NIH Policy, will take into advisement input from the BBQS DCAIC and BBQS Consortium regarding standards, processes and procedures for archiving and dissemination of data and resources. The description of the BBQS Consortium is provided under Areas of Joint Responsibility, in this Section. As appropriate, the Program Officer may attend BBQS Consortium meetings as a non-member.
  • A Project Scientist will also be assigned to this award. The Project Scientist will interact scientifically with the PD(s)/PI(s) of the BBQS research projects as a partner in the research, providing technical assistance, advice, and coordination for the projects. The Project Scientist will also participate as a member in the BBQS Consortium, as described under Areas of Joint Responsibility, in this Section. The Project Scientist will also be a member of the NIH Project Team.
  • A BBQS NIH Project team, consisting of NIH program staff from different ICs that make up the NIH BRAIN Initiative, will advise the BBQS Program Officers on research projects supported under this and other BBQS NOFOs. The NIH Project Team will review annual progress reports and other documents from the recipients of BBQS awards and provide programmatic input on progress and the impact of the science within the projects.
  • In all cases, the role of NIH staff will be to assist and facilitate, but not to direct activities.

Areas of Joint Responsibility

  • A BBQS Consortium will be established to coordinate activities across BRAIN BBQS research projects, the BBQS data archive(s) and the BBQS Data Coordination and Artificial Intelligence Center (DCAIC).
  • The BBQS Consortium will be responsible for harmonizing research design and developing standard research protocols as appropriate science. The BBQS Consortium will also work with the BBQS DCAIC to develop and execute processes and protocols for archiving and disseminating data and resources to the wider scientific community in order to achieve the goals outlined in the BRAIN 2025 and BRAIN 2.0 reports.
  • The BBQS Consortium will be composed of BBQS award PD(s)/PI(s) and Key Investigators, along with NIH Project Scientists on BBQS awards. BBQS Consortium members are responsible for attending Consortium meetings and as, needed, participating in Consortium working groups and other Consortium activities.  NIH Program Officer(s) for BBQS awards may, as appropriate, participate in Consortium meetings and activities as non-members.
  • Most decisions by the Committee are expected to be reached by consensus. If a vote is needed, each BBQS award will be represented by one vote, conveyed by the PI/PD (or a designated MPI).  The NIH Project Scientists will have one collective vote.
  • The PI/PD (or an MPI) of the BBQS DCAIC will serve as the Interim Chair of the BBQS Consortium.  Together with BBQS Project Scientists, the Interim Chair will organize and convene the initial meeting of the BBQS Consortium. With the leadership of the Interim Chair, the Consortium members will (by consensus or vote) decide on the permanent leadership structure of the Consortium and select the Chair(s) of the Consortium. The BBQS Consortium Chair(s), assisted by the NIH Project Scientists for BBQS Awards, will be responsible for organizing the meetings of the Consortium. 
  • The BBQS Consortium will meet periodically. The frequency of meetings will be determined by BBQS Consortium membership.
  • The BBQS Consortium may establish working groups and consult with external experts as needed to address particular issues and interests relevant to BBQS studies.

Dispute Resolution:

Any disagreements that may arise in scientific or programmatic matters (within the scope of the award) between recipients and NIH may be brought to Dispute Resolution. A Dispute Resolution Panel composed of three members will be convened: a designee of the BBQS Consortium chosen without NIH staff voting, one NIH designee, and a third designee with expertise in the relevant area who is chosen by the other two; in the case of individual disagreement, the first member may be chosen by the individual recipient. This special dispute resolution procedure does not alter the recipient's right to appeal an adverse action that is otherwise appealable in accordance with PHS regulation 42 CFR Part 50, Subpart D and HHS regulation 45 CFR Part 16.

3. Data Management and Sharing

Consistent with the 2023 NIH Policy for Data Management and Sharing, when data management and sharing is applicable to the award, recipients will be required to adhere to the Data Management and Sharing requirements as outlined in the NIH Grants Policy Statement. Upon the approval of a Data Management and Sharing Plan, it is required for recipients to implement the plan as described.

The DMS plan should align with BRAIN Initiative guidelines for data sharing as outlined in NOT-MH-19-010.

4. Reporting

When multiple years are involved, recipients will be required to submit the Research Performance Progress Report (RPPR) annually and financial statements as required in the NIH Grants Policy Statement.

  • Awardees will provide updates at least annually on implementation of the PEDP

A final RPPR, invention statement, and the expenditure data portion of the Federal Financial Report are required for closeout of an award, as described in the NIH Grants Policy Statement. NIH NOFOs outline intended research goals and objectives. Post award, NIH will review and measure performance based on the details and outcomes that are shared within the RPPR, as described at 2 CFR Part 200.301.

The Federal Funding Accountability and Transparency Act of 2006 as amended (FFATA), includes a requirement for recipients of Federal grants to report information about first-tier subawards and executive compensation under Federal assistance awards issued in FY2011 or later.  All recipients of applicable NIH grants and cooperative agreements are required to report to the Federal Subaward Reporting System (FSRS) available at www.fsrs.gov on all subawards over $25,000.  See the NIH Grants Policy Statement for additional information on this reporting requirement.

In accordance with the regulatory requirements provided at 2 CFR Part 200.113 and Appendix XII to 2 CFR Part 200, recipients that have currently active Federal grants, cooperative agreements, and procurement contracts from all Federal awarding agencies with a cumulative total value greater than $10,000,000 for any period of time during the period of performance of a Federal award, must report and maintain the currency of information reported in the System for Award Management (SAM) about civil, criminal, and administrative proceedings in connection with the award or performance of a Federal award that reached final disposition within the most recent five-year period.  The recipient must also make semiannual disclosures regarding such proceedings. Proceedings information will be made publicly available in the designated integrity and performance system (Responsibility/Qualification in SAM.gov, formerly FAPIIS).  This is a statutory requirement under section 872 of Public Law 110-417, as amended (41 U.S.C. 2313).  As required by section 3010 of Public Law 111-212, all information posted in the designated integrity and performance system on or after April 15, 2011, except past performance reviews required for Federal procurement contracts, will be publicly available.  Full reporting requirements and procedures are found in Appendix XII to 2 CFR Part 200 – Award Term and Conditions for Recipient Integrity and Performance Matters.
